Historical land records date to 1838 when Fulton County was established. Under Section 292, conveyances not recorded are void against later good faith purchasers who do record first. The Clerk does not give legal advice or perform title searches. A title company or attorney can conduct a full title search using the records on file at the Clerk's office. The Clerk endorses each filed document with the time received and book and page location as required by Section 319.

The Fulton County Real Property Department maintains tax maps and assessment rolls. Assessment rolls are public. They show each parcel's assessed value, property class, owner name, and exemptions.

Tax maps get updated each year to reflect boundary changes and new subdivisions. Local assessors in each town and village handle property valuation. The county department provides support and oversight. Equalization rates are calculated annually for state reporting purposes. Sales data from recorded conveyances is collected and analyzed to help assessors keep values in line with market conditions.

Grievance procedures are available under Real Property Tax Law Article 5. Tentative rolls are published each spring. Property owners who disagree with their assessed value can file complaints with the Board of Assessment Review. If the matter is not resolved, judicial review through an Article 7 proceeding in Supreme Court is the next step. Common exemptions under Article 4 include STAR, veteran, senior citizen, and agricultural programs. Applications go to the local assessor by March 1.

The STAR program is an important tax benefit for Fulton County homeowners. Basic STAR applies to primary residences. Enhanced STAR serves homeowners 65 and older with income under the statutory limit. New homeowners register with the Department of Taxation and Finance. The program saves homeowners hundreds of dollars each year on school taxes.
